preheat oven to 180°c/160°c fan forced. line two baking trays with baking paper.
using an electric mixer, beat butter, zest, vanilla, sugar, egg and water until smooth, making sure not to overbeat. transfer mixture to a large bowl, stir in flour. knead until smooth. wrap dough in plastic wrap, refrigerate 30 minutes.
roll dough between sheets of baking paper, until 4 mm thick. using a snowflake shape cutter, cut shapes from dough. place cookies on prepared baking trays, bake for 10 minutes or until golden brown. once cooked, place on cooling racks to cool.
using a small piping bag with a small round nozzle, pipe NESTLÉ white melts, decorate as desired, and top with silver cachous.
