pastry: preheat oven to 180°c/160°c fan forced. grease two x 12-hole 1 tbsp (20ml) patty pans. using an electric mixer, cream butter and sugar; add egg until combined. fold through sifted flours and knead until pastry is smooth. on a lightly floured surface, roll out pastry and cut 24 x 6.5cm rounds. line patty pans and cook for 15-20 minutes or until golden.
filling: using an electric mixer cream butter and sugar until pale in colour. slowly add NESTLÉ Sweetened Condensed Milk and lemon juice alternately, mixing well after each addition. fill prepared pastry cases with neenish tart mixture.
icing: combine icing sugar and milk in a medium bowl. place half the white icing in a separate bowl. add NESTLÉ baking cocoa and extra milk, stir until combined. spread white icing over filling on half of each neenish tart and smooth the surface. allow to set for 5 minutes. repeat with the chocolate icing and allow the neenish tarts to set for 5 minutes.
