Preheat oven to 180°C/160°C fan forced. Line 2 baking trays with baking paper.
Place butter, flour, icing sugar, NESTLÉ Baking Cocoa and vanilla in the bowl of a food processor and process until mixture just comes together. Gently knead dough on lightly floured surface until smooth.
Roll dough between two sheets of baking paper until 4mm thick; refrigerate for 30 minutes; using a 5cm round cutter, cut 48 rounds from the dough, re-rolling pastry scraps when required. Place on prepared baking trays; Bake 15 minutes. Allow to cool on trays.
Meanwhile, combine NESTLÉ Dark Melts, butter and icing sugar in a medium bowl; mix until well combined and creamy. Divide evenly between 24 biscuit rounds; sandwich together with remaining biscuit rounds.
